After 2 years of tracking, the Polk County SPCA was able to finally seize these neglected horses. Lack of funding, legal issues, and a place to keep them play a big factor in how long things take.
Polk County SPCA Seeking Homes for 5 Neglected Horses, LIVINGSTON, June 07, 2008 - The Polk County SPCA is actively seeking homes and/or foster homes for 5 neglected horses. According to Roz Caldwell of the Polk County SPCA, it took two years for them to seize these horses. Foster homes for the horses would help them regain their health until they're able to find forever homes. With foster homes, the SPCA will supply the food and medical needs for the horse free of charge, all that's necessary for the foster home is to take care of the horse. Each SPCA is completely independent and relies solely on financial contributions and donations to exist. The workers are all volunteers who work for free united by the common goal of helping dumped and unwanted pets find homes.
