Second Man Charged With Murder in Duff Road Homicide, LIVINGSTON, January 2, 2024 - Detectives were able to make an additional arrest in the course of this extensive homicide investigation that occurred off of Duff Road, on December 3, 2023. On December 28, 2023, Polk County Sheriff’s Office Detectives, with assistance from the Texas Rangers, obtained an arrest warrant for Shawn Anthony Thor, 24, of Livingston, for the charge of Murder. Thor was arrested without incident and booked into the Polk County Jail, with a bond of $250,000.00. Due to the ongoing investigation of this case, no further information is being offered at this time.

29 Year Old Livingston Man Allegedly Murdered, Suspect in Custody, PROVIDENCE, December 4, 2023 - At 8:56 am on December 3, 2023, the Polk County Sheriff’s Office received a 911 call of an unresponsive man lying in a driveway, in the 2800 Block of Duff Rd. Deputies arrived on scene to find a deceased male subject, lying in a private driveway. Detectives also arrived on scene and begin investigating the incident, which was quickly determined to be a murder. The victim was identified as Timothy Jacob Neal, 29, of Livingston. Through the course of the investigation, suspects were located and transported to the Polk County Sheriff’s Office. Toby Wayne Ford, 24, of Livingston, was booked into the Polk County Jail on a charge of Murder. Sheriff Lyons, contacted our local Texas Ranger, the Polk County Criminal District Attorney’s Office and the Livingston Volunteer Fire Department, who all responded to assist the Sheriff’s Office in this investigation. Sheriff Lyons would like the public to know that there is no threat to the surrounding community where the incident occurred.
