Van Melvin Vincent, 69, of Livingston
Alleged Improper Touching Lands Polk County Jail Employee Behind Bars, LIVINGSTON, July 22, 2015 - On July 14, 2015, the Polk County Sheriff’s Office received a complaint in reference to improper conduct by a jail employee.  An Internal Investigation was initiated and Van Vincent who is assigned to the Jail Division was suspended from duty pending the completion of the Internal Investigation. The Internal Investigation showed Jailer Van Vincent had violated Policy and Procedure and had committed Official Oppression which is a criminal offense, concerning the handling of an inmate. Sheriff Hammack notified the local Texas Ranger Ryan Clendennen who was assisted with the investigation.

The complaint was filed by a female Inmate who was complaining a Polk County Jailer had touched her on the buttocks intentionally while she was incarcerated at the Polk County Jail. Upon completion of the investigation, Van Vincent’s employment with the Polk County Jail was terminated. Van Vincent was hired by the Polk County Sheriff’s Office back in December of 2012.
 

On July 22, 2015, 69 year old Van Melvin Vincent, of Livingston was arrested and booked into the Polk County Jail and charged with Official Oppression.
