Dangerous Late Night Standoff Ends Without Incident, MOSCOW, February 15, 2016 - Polk County Sheriffj, KenHammack and his Deputies were involved in a four hour stand-off with a violent suspect in Moscow.
On February 14, 2016, in the late evening hours Deputies with the Polk County Sheriff’s Office arrived at a residence in Moscow to attempt to serve a felony warrant on Scottie Lee Risden, 41, of Livingston, for Assault Family Violence Impeding Air, a third degree felony. Risden has an extensive criminal history of assault and obstructing justice in multiple states. When Deputies arrived at the residence they were met with uncooperative individuals refusing to come out of the residence. Deputies assumed cover position and waited for more Deputies to arrive. Risden’s father, Bill Risden, 71, of Livingston, was also believed to be inside the residence.
Sheriff Hammack and Chief Lyons along with members of the Polk County Special Response Team were dispatched to the scene. Multiple attempts to make contact with Bill and Scottie were attempted to no avail. Lufkin Police Department Special Response Team and Livingston Fire Department responded to the scene to assist with the use of less lethal searching tactics. Walker County Sheriff’s Office Special Response Team and Allegiance EMS were placed on standby pending escalation of the situation.
Around 2 a.m. after no contact from Bill and Scottie the residence was breached and entered by Special Response Team members. Scottie was located and taken into custody for outstanding Assault warrants. Bill was also arrested for Hindering Apprehension.
Scottie was removed from a bedroom where multiple firearms were located and was charged with Felon in Possession of a Firearm.
Scottie and Bill were transported to the Polk County Jail without incident. Sheriff Hammack would like to thank the Walker County Sheriff’s Office, Allegiance EMS, Lufkin Police Department and Livingston Fire Department for extending assistance in this volatile situation.
