Case Against LISD ROTC Instructor For Child Sex Crimes Gains Steam, LIVINGSTON, July 11, 2016 - On July 7th, 2016 the Livingston Police Department and Polk County Sheriff’s Office continued the investigation and interviewed several possible witnesses that may have observed misconduct by Herbert Nelson Lloyd. The Sheriff’s Office processed evidence that was collected at Lloyd’s residence during his arrest. Evidence collected at Lloyd’s residence along with additional statements developed probable cause of Aggravated Sexual Assault Of A Child. Detectives from Livingston Police Department and Polk County Sheriff’s Office conducted an interview with Lloyd who confirmed of having Deviate Sexual Intercourse as described in the Texas Penal Code Section 21.01 with the child. On July 8th, 2016 a complaint was drafted and presented to Judge Mack Coats who issued an Arrest Warrant for Lloyd after he reviewed the complaint. Livingston Police Officers confirmed that Herbert Nelson Lloyd was still being held in Polk County Jail and executed the warrant. Herbert Nelson Lloyd (58) of Livingston was charged with Aggravated Sexual Assault of A Child and an additional $100,000.00 bond was set.

LISD Teacher Charged With Child Sex Crime, LIVINGSTON, July 7, 2016 - On July 5th, 2016 The Livingston Police Department was contacted by the Polk County Sheriff’s Office in reference to a tip that they had received which alleged that a Livingston Independent School employee, ROTC Chief Herbert Nelson Lloyd (58) of Livingston, was having an improper relationship with a 14 year old student. The Livingston Police Department along with the Polk County Sheriff Office began a joint criminal investigation into the allegations. Livingston ISD Administration was contacted and has been cooperative in the investigation.
On July 6th, 2016 a forensic interview of the 14 year old student was conducted at our local Children’s Advocacy Center. As the investigation developed throughout the day, it was determined that the alleged sexual contact between the student and Lloyd occurred while on different campuses of LISD. Detectives presented a affidavit to Judge Mack Coats who issued a warrant for the arrest of Loyd charging him with indecency with a child by sexual contact, Felony 2.
At approximately 5:00 P.M. Officers with the Livingston Police Department and Polk County Sheriff’s Office went to Lloyd’s residence where he was taken into custody. Lloyd was transported to Polk County Jail where he is being held on a $500,000.00 Bond. The investigation is continuing with additional charges pending.
