40 Year Old Man Indicted After Allegedly Trying to Coherce 14 Year Old Girl Into Sex, LIVINGSTON, August 22, 2016 - According to Livingston Police Department, a Houston man has been indicted by federal grand jury for cohersion and enticement for sex from a local 14 year old girl. Quoc Kien Lam, 40, was arrested in May after he was lewered into a sting operation in which his would be victim, her parents, and Livingston P.D. set up a trap. Lam had established contact with the girl through social media and told her that he was 26. Lam was offering the girl money and a shopping spree for sex. Lam is a convicted, registered sex offender (sexual assault of a child).
Houston Man Nabbed by LPD, Caught Preying on Local Girl, LIVINGSTON, May 25, 2016 - At 10:30 pm on Monday, May 23, 2016, Officers with the Livingston Police Department responded to a residence near Liberty Avenue in reference to a female child who had been propositioned for sex by a 23 year old man. The proposition came through social media and offered the child money and a shopping spree in return for sex. The next day (Tuesday, May 24) Detectives with LPD began investigating the incident. Further investigation revealed the man had identified himself to the child as "Alex". With cooperation from the child and her parents, detectives were able to set up a time and location for the child to meet the man (but was actually a sting operation). At approximately 1 pm, the man arrived at the arranged location and was confronted by the Livingston Police Department. The suspect fled the scene in his vehicle but was stopped after a vehicle pursuit. The subject has been identified as Quoc Kien Lam, 40, of Houston.
Further investigation revealed that Lam has been previously convicted of sexual assault of a child and is a registered sex offender in Harris County. Lam was charged with prostitution solicitation minor (felony), online solicitation of a minor (felony) and evading arrest with a vehicle (felony). Lam is currently residing in Polk County Jail.
