3 Teens With a Flare Gun Facing a Felony Charge for Arson, LIVINGSTON, April 8, 2016 - On April 5, 2016 at approximately 10:40p.m., the Livingston Police Department was dispatched to the 1000 block of Bluebird Street in reference to a grass fire near a wooded area. When officers arrived, a witness told the officers that prior to the fire they heard what was believed to be fire crackers. During the investigation officers observed a dark colored truck that appeared to be shooting an unknown incendiary device from the passenger side window.   A traffic stop was conducted.  The driver was identified as Tanner A. Napier, 19, and passengers Michael A. Wyatt Jr.,  17, and Kyle E. Needham, 18 (all from Livingston). During the traffic stop two flare guns were found along with spent shell casing. Further investigation identified three separate fires caused by the flare guns in the City Of Livingston that were quickly extinguished by the Livingston Fire Department.  All three youngsters are being charged with arson (first degree felony).
