Going Downtown, Christopher Phillips in a DPS Patrol Car.
Intoxicated, Driving at a High Rate of Speed with a Flat Tire, LIVINGSTON, May 30, 2009 - Shortly after 2 am on May 30, 2009, a tan 1994 Buick LeSabre driven by Christopher Phillips, 35, of Goodrich was driving south on US-146 at a high rate of speed with a flat tire on the driver's rear side.  DPS Trooper Ramey Bass spotted the speeding vehicle and pulled Phillips over just south of the Rodeo Arena.  Bass sensed that Phillips was intoxicated and administered a field sobriety test.  According to Trooper Bass, Phillips did poorly.  Phillips was placed under arrest for suspicion of driving while intoxicated and taken to Polk County Jail and booked in.  Phillips did have insurance.  Phillips' vehicle was towed by a wrecker from Harwood Wrecker Service and it'll be stored at Harwood in Livingston.  The scene was cleared by around 3 am.
