Livingston Man Facing Felony Charge of Impersonating a Public Servant, LIVINGSTON, August 2, 2020 - A Livingston was placed under arrest on Thursday and charged with impersonating a public servant (felony). Polk County Fire Marshall, Jacob Chapman acquired a warrant for the arrest of 33 year old William Charles-Davis Caruthers of Livingston. Caruthers was booked in to Polk County Jail. Caruthers is free after posting bail ($15,000 bail). According to Fire Marshall, Chapman, Caruthers had emergency lights in his vehicle and used them "to have public yield to his pretend authority on a public roadway.” Chapman was alerted by a local person who gave a witness statement that Caruthers claimed to be a member of the Scenic Loop Fire Department and was using his lights to get around traffic. The Scenic Loop Fire department verified that Caruthers is in fact not a member of their fire department. Caruthers admitted on videotape that he's not a volunteer fireman with Scenic Loop or any other fire department in Polk County and that he was falsely using his emergency lights to get around traffic.
