Fatal Accident as Pedestrian is Struck by Unknown Vehicle, LIVINGSTON, August 15, 2010 - According to witnesses, a pedestrian was walking on US-190 East carelessly in and out of traffic near Sam Houston Electric Company. One witness called the Polk County Sheriff's Office and Sergeant Darrell Newman and Officer Dallas Early (both with Livingston Police Department) were dispatched to the area. Upon arrival Newman and Early spotted a man laying in the east-bound lanes of US-190. Americare Ambulance Service was summoned and the man (Patrick Lee Wiggins, 22, of Livingston) was deceased. Wiggins was apparently struck by a vehicle and the vehicle fled the scene. DPS Troopers Darwon Evans, David Morris, and Sergeant Nita Bowen were dispatched to the scene along with Constable Richard Lively and Deputies from the Polk County Sheriff's Office. Upon arrival Troopers immediately initiated and investigation that is still ongoing. Justice of the Peace Precinct 3, Larry Whitworth performed an inquest at the scene. A first-call car from Cochran Funeral Home recovered Wiggins' body. For investigators, the question of who struck Patrick Lee Wiggins and the circumstances surrounding the case is yet to be determined by the Texas Department of Public Safety. The scene was cleared by 4:15 am.
