A pedestrian stepped in front of this Chevy Captiva on 146 at Painters Drive.
Pedestrian Struck and Killed on 146, BIG THICKET LAKE ESTATES, February 2, 2018 - At approximately 4 am on February 2, 2018, a white Chevy Captiva, driven by Joseph Brent Foster, 42, of Livingston, was south-bound on US-146. As Foster approached 146 at Painters Drive, a pedestrian stepped in front of his vehicle. The vehicle struck the man and knocked him into the grass on the south-bound side. Americare Ambulance Service was dispatched to the scene along with Corporal Jason Burleson with the Polk County Sheriff's Office and Troopers Colton McQuilkin and Kevin Burman with the Texas Highway Patrol. Sadly, the pedestrian, William M. Kelley, 41, of Liberty was killed on impact. Justice of the Peace, Jayme Jones performed an inquest at the scene. Kelley was transported from the scene by a first-call car from Pace Funeral Home. Foster was uninjured. His vehicle was transported from the scene by Ken's Towing and will be stored at Harrison Body Shop in Livingston.

42 year old Joseph Brent Foster was driving this Chevy Captiva south on US-146 near the Polk County Line.
Foster's vehicle's front right fender impacted a pedestrian that stepped in front of his vehicle.
